Olivier Descamps is the Managing Director, Countries of Operations in the EBRD Banking Department. In this role he oversees the strategy and management of the operations of the Bank across all of the EBRD regions. He manages 5 regional Country Managing Directors providing enhanced operational consistency across the regions. He is also responsible for the Small Business Initiative, one of the EBRD core strategic initiatives focused on SME origination, implementation and branding. He is a member of Strategy and Policy Committee. In that capacity, he aims to ensure that, under the matrix organisation, the role of the Country Groups is focused on strengthening the Bank’s local presence, on regional business development and policy dialogue.

Jean-Patrick Marquet

Director, Turkey, EBRD

Jean-Patrick MARQUET is the Country Director for Turkey at the European Bank for Reconstruction and Development, based in Istanbul. JP was appointed in March 2015, heading a team of 85 staff across 3 offices in Istanbul, Ankara and Gaziantep. In 2014 EBRD signed 37 projects in Turkey for a total investment of €1.4 billion and the debt and equity portfolio exceeds €5 billion across the corporate, financial institutions, energy and infrastructure sectors. Before Turkey, JP was heading EBRD's Municipal and Environmental Infrastructure team at the London headquarters. He originally joined EBRD in 2001 in the Natural Resources team, coming from a project finance background acquired at French bank Crédit Lyonnais. JP is a graduate of HEC Paris School of Management and the Paris Assas law school.

Hakan Tokaç

Director General, Undersecretariat of Treasury, Turkey

Mr Hakan Tokaç is currently the Director General of Foreign Economic Relations of Turkish Treasury having assumed the position in September 2013. He is mainly responsible for external borrowing on behalf of Turkish Republic, Treasury guarantees and policy on PPPs and relations with IFIs. Mr Tokaç has 21 years of experience in the government, having served in the Turkish Customs, National Agency of Turkey for EU Education and Youth Programs and Turkish Treasury. He has two MS degrees, one in Finance and one in Accounting from the University of Illinois at Urbana Champaign. Mr Tokaç and holds a BA in Public Finance from Ankara University.

Viktor Mizo is CEO of the Macedonian Free Zones Authority, prior to which he was in charge of Invest Macedonia. He started his career as a design engineer and a member of the Technical Leadership Program at General Electric working on locomotive design that culminated in a Black Belt position in the Six Sigma quality initiative. He was a consultant in McKinsey (New York) focused on technology and financial services, co-founded a technology company that specialised in digital file distribution for mobile phones in Japan and participated in the founding and management of an internet start-up in the media and entertainment space in London and New York. Mr Mizo graduated summa cum laude and with MA in Mechanical Engineering from Rochester Institute of Technology. He holds an MBA from the Harvard Business School.

Holger Muent

Holger Muent is the EBRD’s Director for the Western Balkans and responsible for the EBRD's business in that region. Previous to his current position, Holger was responsible for the management of the approval process for all EBRD projects. Prior to that, Holger was a Senior Banker in the Business Group for Southern and Eastern Europe, the Caucasus and Central Asia at the EBRD. His duties included the execution of private sector transactions in the countries covered by his Business Group. At the beginning of his career at EBRD, Holger worked for the Office of the Chief Economist and the Group for Small Business. Before joining the EBRD in 1999, Holger completed his PhD at the LSE. A German national, Holger holds a degree in business and engineering (Wirtschaftsingenieurwesen) of the University of Karlsruhe (Germany).

Ludo Bammens joined KKR Lodon in 2009 as Director of European Corporate Affairs. Before joining KKR, Mr. Bammens was the Director of European Public Affairs at Coca-Cola Company Europe Group. Prior to taking this role he was Vice President, Public Affairs and Communications for the Europe Group of Coca-Cola Enterprises, the largest bottler in the Coca-Cola system. He joined Coca-Cola from Janssen Pharmaceutica (the pharmaceutical branch of Johnson & Johnson) where he was Director of European Public Affairs. From 1986-1991, Mr. Bammens was Deputy Chef de Cabinet of King Baudouin of Belgium. He holds degrees in Philosophy, Law and Business Administration. Mr. Bammens is honorary member of the Executive Board for the Belgian Banking and Market Supervisory Authority and a former member of Stakeholder Group of ESMA.

Previously, he was CEO of CHS Europe, (a division of CHS INC.), and prior to that CEO of Louis Dreyfus Commodity in Geneva, and the EMEA area manager and Group trading manager of Cereol, a division of Eridania Beghin-Say. He has completed several M&A operations, is a various Board Memberships holder, and his large and diverse work experience has carried him to many different countries, particularly with the oilseed crushing industry development in Eastern Europe. He is fluent in English, French, Spanish and Portuguese on top of his mother tongue Italian.

Hildegard Gacek is Managing Director for the SEMED region, responsible for the formulation and delivery of the Bank’s strategy and business plan for Egypt, Jordan, Morocco and Tunisia. Ms Gacek has over 30 years banking experience in project and corporate finance, equity investment and corporate advisory. She was a financial analyst and then ran the department responsible for the Middle East, West and North Africa at the DEG. Ms Gacek joined the EBRD as a Senior Evaluation Manager (1998), later she was appointed as Director for the Caucasus, Belarus and Moldova, then as Director for Romania (Bucharest) and as Director for Serbia (Belgrade) in 2007. Ms Gacek holds an MBA and a Masters in International Trade (Cologne Business School).

Mohamed Omran

Mohammed Omran is the Chairman of the Egyptian Exchange & Professor of Finance at AAST. He's elected as the Chairman of the Federation Euro-Asian Stock Exchanges (FEAS). Prior to his current job, he served as a Vice Chairman for Operation of the Insurance Holding Company & the Vice Chairman of the Egyptian Exchange for 4 years. He holds an MSc from Cairo University & Ph.D. in Finance from the University of Plymouth.UK. He severed as an Economist at both Arab Monetary Fund in Abu Dhabi & the International Monetary Fund in Washington D.C. He was an advisor to the Minister of Investment & an Acting Executive Director of the Egyptian Institute of Directors. He had been awarded several research grants & prizes, and he's a Fullbright Scholar. He authored around 40 papers in several international Economics & Finance Journals.

Alex Lehmann is the EBRD's Lead Economist for central Europe, now based in the Bank's regional office in Warsaw. In this capacity he leads the analysis on macroeconomic and structural reform issues in the region, and is involved in various policy dialogue initiatives with member governments. He also leads the work on financial regulation, including under the Vienna Initiative that has been co-sponsored by the EBRD. Prior to the present assignment he had roles for EBRD in Russia and central Asia, which followed assignments with the IMF in various other emerging markets. He holds degrees from the London School of Economics and Oxford University.

Rimantas Šadžius

Mr Šadžius served as Minister of Finance from 2007 to 2008 and was appointed for the second time in December 2012. Mr Šadžius previously served as Vice-Minister of Social Security and Labour (2003-2004), Vice-Minister of Health (2004-2006) and Deputy Finance Minister (2006-2007). He studied Chemistry at Lomonosov Moscow State University (graduated 1983) and gained a Master’s Degree in Law from Vilnius University in 2002.

Peeter Saks is the Managing Partner of BaltCap and Member of the Management Board of FinanceEstonia, a public-private financial sector cluster organisation enhancing the development of financial sector in domestic and foreign markets. BaltCap is the leading private equity firm focusing on mid-market buyout and expansion capital investments the Baltic States. To date BaltCap has managed five generations of private equity and venture capital funds with total capital of EUR 250 million and has made over 60 investments in various sectors across the Baltics. Previously he was a CEO of the Baltic investment bank Suprema Securities, Chairman of Tallinn Stock Exchange and Manager at Price Waterhouse. Mr Saks received his BA and MA in Economics from the Tallinn Technical University and additional education from INSEAD and HBS.

Sven Sester

Sven Sester has been Minister of Finance of Estonia since 9 April 2015. He is a member of Pro Patria and Res Publica Union. In 2009–2015, Sester was a member of XI and XII Riigikogu, Chairman and Vice Chairman of the Finance Committee and a member of the Economic Affairs Committee. He has been Chairman of the Management Board of Roosikrantsi Hotell Ltd since 2009 and Chairman of the Board of Baltic Real Investments since 1999. In 2003–2005, he was Chairman of the Supervisory Board of Eesti Loto. In 2002–2003, he was a member of Tallinn City Council. Sven Sester has worked as the Director of ERI Real Estate Ltd, Commercial Director of Eries Ltd and Manager of Selected Daily Mail Joint Enterprise. Sven Sester attained a higher education in information technology from Tallinn University of Technology.

Marius Skarupskas

Vice Minister of Economy, Lithuania

Marius Skarupskas is the Vice-minister of Economy of the Republic of Lithuania. He assumed this position on 9 January, 2013. Mr Marius Skarupskas is responsible for the areas of industry and trade, innovation, the improvement of business environment and the EU structural support. He is one of the Leaders of the Smart Specialisation Strategy Process Coordination Group and has experience in financial planning and analysis as well as public administration. Also, Mr Marius Skarupskas has worked in the field of media and given lectures on change management at Vilnius University. Mr Marius Skarupskas has been elected to Vilnius City Municipal Council in 2015. Vice-minister speaks Lithuanian (native), English and Russian languages. He holds Master degree in Communication and Information (Vilnius University).

Hanno Tomberg

Chairman of the Board, Enterprise Estonia

Hanno Tomberg is the head of the Management Board of Enterprise Estonia. Enterprise Estonia is responsible for raising the exports of Estonian companies, as well as attracting foreign direct investments into Estonia. Enterprise Estonia is a government agency and was established in 2000. The strategy of Enterprise Estonia for 2014-2017 emphasizes the productivity growth of Estonian companies, as well as attracting higher value-added providing jobs into Estonia. In 2014 Enterprise Estonia helped to attract foreign direct investments in the amount of 86 million euros, creating 1000 additional workplaces in Estonia. Mr Tomberg received his MA in Journalism from Tartu University, and has taken economic courses at North Park College, Chicago and Tartu University.

Ms Anete Valtere, is an Acting Director of Investment Project Department and holds a post of POLARIS Project Manager (head of investment strategy “the POLARIS process” division) at the Investment and Development Agency of Latvia. Previously has worked at the Agency as an investment project manager responsible for promotion of investment in woodworking and green technologies sectors. Before that A. Valtere was practicing as a lawyer at the Agency being involved in EU structural funding cases. A. Valtere has received education in Latvia and Switzerland and has gained substantial multisectoral and applicable knowledge that is essential for her work with investment promotion.

He started his career at the largest Baltic bank Hansabank, where he soon was appointed Head of Equities. Over the next three years he headed the Trading Department at Brunswick Emerging Markets. Aivaras Abromavicius holds a bachelor’s degree in International Business from Concordia International University (Estonia) and Concordia University (Wisconsin, USA). Mr Abromavicius has lived in Ukraine for over 6 years and personally witnessed the changes within the society. The latter motivated him to contribute to reforming Ukraine and join the government.

Sevki Acuner was appointed EBRD Director in Ukraine on 3 April 2013. He previously held the position of EBRD Deputy Country Director for Turkey. During his 18-year career at the EBRD, Mr Acuner held senior management positions in the Credit Risk and Agribusiness departments before being appointed to Turkey in 2009. He started his new assignment on 1 June 2013. Prior to joining the EBRD, Sevki Acuner worked at the Central Bank of Turkey, the Bank of Montreal and the Royal Bank of Canada in various countries in North America and Europe. Mr Acuner is a Turkish national and holds a BSc in Management from Bosporus University, Istanbul, and an MBA from Concordia University, Montreal, Canada.

Natalie A. Jaresko was appointed the Minister of Finance of Ukraine on December 2, 2014. She was a co-founder and CEO of Horizon Capital. From 1995-2001, she was President and CEO of Western NIS Enterprise Fund (WNISEF). From 1992-1995, Ms Jaresko served as Chief of the Economic Section at the U.S. Embassy in Ukraine and from 1989-1992 - in different positions at the State Department in Washington, D.C. Natalie A. Jaresko is a board member of the Kyiv School of Economics, Open Ukraine Foundation, a member of the WEF Global Agenda Council on the Future of Financing and Capital, and the German Marshall Fund’s Leadership Development Council.

Since October 2005, Mr Lavrenchuk has been appointed Chairman of the Board of Raiffeisen Bank Aval. Volodymyr Lavrenchuk is a Board member of European Business Association and the Trust Council of the Kyiv-Mohyla Academy.

Francis Malige

Francis Malige is responsible for leading the Bank’s operations in Belarus, Moldova, Ukraine, Armenia, Azerbaijan and Georgia, a team of more than 150 people. In Ukraine the EBRD has invested a record of € 1.2 bn in 2014. Francis Malige joined the EBRD as a Director in the Financial Institutions team (2010). Before joining the EBRD, he was Managing Director for Corporate Development at BNP Paribas, focusing on bank acquisitions. His earlier career was in accounting and consulting, at Arthur Andersen and McKinsey & Company, where he served clients in industry, financial services, high tech and construction. He is a graduate of ESCP Europe. In addition to his native French, he is fluent in German, Italian and English.

Dmytro Solohub

Deputy Governor, National Bank of Ukraine

Dmytro Solohub, Deputy Governor, National Bank of Ukraine (NBU), graduated in 2000 from Belarusian State University with Specialist degree in Economics. Earned MA degree in Economics from Kiev-Mohyla Academy (Kiev, Ukraine) in 2002. Worked in Kiev-based think-tank Institute for Economic Research and Policy Consulting first in Fiscal and then in Financial Sector Departments. In 2004-2007 held the position of economist in Kiev Office of IMF dealing with macroeconomic and financial sector issues. Joined Raiffeisen Bank Aval in October 2007 as a head of Research Department. In March 2015 was appointed the Acting Deputy Governor of the NBU in charge of the Monetary Stability Block. In 2013 earned the CFA certificate. The author of a number of academic and policy publications on the topics of banking sector, tax policy etc.

Tarek Al-Amad

CEO, European Jordanian Renewable Energy Projects LLC.

Mr. Al-Amad holds M.S. degree (Honors) in Finance. Has extensive experience in Structured Finance utilizing Conventional and Islamic Finance for over 20 years. In 2008 established European Jordanian Renewable Energy Projects (EJRE); a developer & investor in renewable energy projects in MENA. EJRE is closing its first Non-Recourse Project Financing for 30 MW PV plants in Ma’an-Jordan with EBRD (H1 2015), and working on 150 MW PV Project under development in Egypt and other MENA countries. Presented initiatives and ideas to promote Taqatuna Initiative (Our Energy); a road map to renewable energy project development and finance while promoting government policy change for renewable energy in MENA. An Elected Executive Committee Member at the Regional Center for Renewable Energy and Energy Efficiency (RCREEE).

Akel Biltaji

Mayor of Amman, Jordan

Born in Gaza, Palestine 1941. Graduated with a Degree in Education in 1962, joined (ARAMCO), KSA. In 1969, joined RJ Airlines as a senior management officer. Served in different capacities; the last was Senior VP. He was appointed in 1997 till 2001 as Minister of Tourism and Antiquities, then he was appointed as Chief Commissioner for the newly declared Region of ASEZA. In 2004 King Abdullah II, appointed him as his Advisor on Tourism Promotion, Foreign Direct Investment and Country Branding. In 2005 he became a member of the House of Senate -Chairman of the Tourism and Heritage House Committee, a member of the Foreign Relations, Health and Environment and Education House Committees. In 2013 the PM appointed him as Mayor of Amman. He represented Jordan in many international forums and conferences, including WEF.

Previously, he served as a Senator (Nov 2014-Mar 2015), Chief of Staff/Director of Office of HM King Abdullah II (2011-14), and Minister of Public Sector Development and Minister of State for Mega Projects (2009-11), CEO/Chairman of the Board of Aqaba Development Corporation (2004-09); Commissioner for Investment and Economic Development at Aqaba Special Economic Zone Authority (2000-03) & Deputy Chief Commissioner (2004-05); Chief of Staff to HM King for Planning & Programming (2003), and President/COO of a leading industrial holding group (1999-2000). He has BSc in Biomedical Engineering, MSc in Engineering Management (Case Western Reserve University), MSc in Public Policy (Harvard University), and Executive MBA (Northwestern University).

Dr Heike Harmgart is heading EBRD’s activities in Jordan since the Bank’s expansion to the Southern and Eastern Mediterranean Region. She was previously covering the region as the Senior Economist in charge of the Macro Economic and Structural Economic Analysis. She has published in many peer reviewed journals including work on the impact of innovation and government policies on growth. Prior to joining the EBRD, Dr Harmgart worked several years at the Economist Group, mainly on emerging markets in the Economist Intelligence Unit (EIU). She holds an Economics Master’s degree from Berlin’s Humboldt University and a PhD in Economics from University College London (UCL).

Thomas Maier

Managing Director, Infrastructure, EBRD

Thomas Maier is the Managing Director in charge of the Infrastructure sector at the European Bank for Reconstruction and Development. Mr Maier joined the EBRD as Senior Project Manager in August 1993 from NatWest Markets where he worked on acquisitions, management buy-outs and highly leveraged transactions in the UK and Western Europe. At the EBRD, he worked as Senior Banker in the Romania/Moldova/ Croatia/Ukraine country team. In 1999 he moved to the Municipal and Environmental Infrastructure Team as Deputy Director and became Team Director in October 2001. Mr Maier is a German national and holds a degree in Public Management and an MA in Development Economics. Mr Maier is Board member in various investee companies of EBRD.

Olivier Descamps is the Managing Director, Countries of Operations in the EBRD Banking Department. In this role he oversees the strategy and management of the operations of the Bank across all of the EBRD regions. He manages 5 regional Country Managing Directors providing enhanced operational consistency across the regions. He is also responsible for the Small Business Initiative, one of the EBRD core strategic initiatives focused on SME origination, implementation and branding. He is a member of Strategy and Policy Committee. In that capacity, he aims to ensure that, under the matrix organisation, the role of the Country Groups is focused on strengthening the Bank’s local presence, on regional business development and policy dialogue.

Janet Heckman

Janet Heckman was appointed Country Director for Kazakhstan for The European Bank for Reconstruction and Development (EBRD) in July 2012. Prior to EBRD Janet worked for Citigroup as a Managing Director in corporate banking for 32 years in 7 countries including: the UK, Algeria, Bulgaria, Romania, Hungary, Greece and Bahrain. Janet was vice president of Amcham in Romania and on the board in Bulgaria. She was also Chairman of the Fulbright board in Bulgaria and a board member in Hungary and Romania. Janet has a MSFS degree in International relations (Georgetown University), an undergraduate degree in history (Kenyon College), studied at the American University in Beirut and between her degrees was a Peace Corps volunteer in Bahrain.

Mr Stephane Christophe Bride has over 20 years of experience in audit and financial consultancy holding managing positions, including the position of director of "Ernst&Young Moldova" during the period 2006 - 2010, Advisor on Foreign Trade of France in Moldova in 2012, Vice President of the Board of the Chamber of Commerce and Industry France-Moldova 2013-2014, and Managing partner at Grant Thornton during 2010 - 2014. Since February 2015, Mr Stephane Christophe Bride was appointed Deputy Prime Minister, Minister of Economy of the Republic of Moldova. Mr Bride is a French and Moldovan citizen and speaks Romanian, English, French and Spanish.

Marin Molosag

First Deputy Governor, National Bank of Moldova, EBRD Alternate Governor, Moldova

Marin Moloşag has held the position of the First Deputy Governor of the National Bank of Moldova (NBM) and has been a member of its Council of Administration since December 2009 and also formerly Deputy Governor (2002-2009). His career there started with the position of Chief Economist (Relation with Foreign Banks and International Financial Institutions Section) in 1992 and was later promoted to various positions. He also served as a Professor of Banking/Financial Law at the University for Humanitarian Studies in Chişinău, Moldova (1996-1999). Born in Chişinău, he graduated from State University of Moldova in 1993, Law Department, where he also studied for a PhD degree on Banking Law (1996-2000) and gained his secondary degree in Banks and Finances in 2005 from the International Institute of Management.

Julia Otto

Julia Otto has joined the Bank in early 2009, after having spent over 15 years in management consultancy (McKinsey), investment banking (Goldman Sachs, Rothschild) and private equity (Cinven) in Frankfurt and London. Her latest position before joining EBRD was Director in Corporate Finance with Deutsche Bank covering Financial Institutions in Russia and CIS. At EBRD Julia always worked in Regional Offices, first as Senior Banker in Financial Institutions team in Moscow, then as FI Country Coordinator in Minsk. Since 2011 Julia is Head of EBRD Regional Office in Chisinau, Moldova. Julia holds diploma with Distinction in physics from Tomsk State University and PhD in physics from Deutsches Elektonen Synchrotron in Hamburg. Julia is Belgian and Russian national and speaks German, Russian, French, English and some Dutch.

Ridha Tekaia

Mr. Tekaïa has experience of over 25 years in Société Générale, acting both in French network and the subdivisions of the international network. His main former positions were: Top Corporate Manager in SGBC Cameroun; Head of SME and Municipalities segment in Komerční banka, Czech Republic; Commercial and Network Director Société Générale Algeria. In 2012, Mr. Tekaïa became CEO of CB “MOBIASBANCĂ – Groupe Société Générale ” S.A. Beginning with 2013, Mr. Tekaïa is the President of the Board of Foreign Investors Association, Vice President of the Board of European Business Association, and French Foreign Trade Advisor, since 2015. He was born on 1962 in Tunisia. In 1986 he graduated in Mathematic & Economy at University Paris VII Denis Diderot.

Mark Davis

Mark Davis has been appointed as Head of EBRD Yerevan Office in Summer 2013. Prior to taking up the position at the EBRD, Davis was an Executive Director at Goldman Sachs (2010-12), and Morgan Stanley (2007-10), focusing on debt capital markets, derivatives, distressed debt and structured commodity finance. Prior to working in the private sector, Davis served as an economist, policy advisor and development policy loan leader at the World Bank (1996-2006), with assignments in Moldova, Ukraine and Kazakhstan. Davis, who is a US citizen, holds a Doctorate in Economics from Tulane University and is fluent in English, Russian and French.

Howard Stevenson

Howard Stevenson has over 25 years of global mining industry experience in corporate strategy, engineering, mine development and operations, mineral economics, business development and mergers and acquisitions on projects in various locations around the world. Mr. Stevenson most recently served as President and Chief Operating Officer of Alacer Gold Corp., where he also held a number of other senior management positions. While at Alacer, Mr. Stevenson supervised the construction and development of the Çöpler gold mine, building a successful heap leach operation and overseeing the commencement of production and ongoing operations at the mine. Prior to joining Alacer, Mr. Stevenson served as Vice President, Business Development of Meridian Gold Inc. and Vice President, Venezuelan Operations of Gold Fields Ltd.
